ECOnorthwest conducted a focused literature review to synthesize key findings and talking points for the Cultural Advocacy Coalition (CACO) and the Cultural Advocacy Foundation’s (CACF) upcoming February 2025 legislative hearing with Oregon’s House Committee on Economic Development, Small Business, and Trade. This memo synthesizes existing research on the economic and qualitative contributions to Oregon’s arts and culture sector. ECO addressed the following key questions:
What is the current landscape of arts and culture funding in Oregon across organizations and entities?
What are the socio-cultural and economic contributions of the arts and culture sector in Oregon?
ECOnorthwest (ECO) reviewed background reports and materials shared by CACO/CACF to synthesize Oregon’s position in cultural funding to date. ECO reviewed economic impact studies and supplemented these reports with research that addressed the qualitative benefits of the sector, including cultural enrichment, community identity, and cross-sector impact. In the upcoming testimony, CACO/CACF can consider the following points, which have been divided into economic and qualitative categories.
